Junior officers who reference classified Omega information in-character should be prepared for appropriate disciplinary consequences, including confinement.

The Omega Directive was created to deal with a threat not only to the Federation, but to the entire Alpha Quadrant and potentially the whole galaxy.
Starfleet designated the hazard the Omega molecule / particle phenomenon.
Omega was first synthesized more than one hundred years ago, during the mid-22nd century, by a Starfleet physicist named Ketteract.
The molecule he created was the most powerful substance known to exist. A single Omega molecule contains approximately the same energy as a warp core. It has been suggested that, in theory, a small chain of Omega molecules could sustain an entire civilization.
It is not known whether Ketteract was attempting to develop an inexhaustible power source or a weapon.
Ketteract succeeded in creating a single Omega molecule. It remained stable for only a fraction of a second before destabilizing.
Ketteract's work was conducted at a classified research centre in the Lantaru Sector.
Ketteract and 126 of the Federation's leading scientists were lost in the resulting accident.
Rescue teams attempting to reach the site discovered an unexpected secondary effect: massive ruptures in subspace extending across several light-years.
To this day, it remains impossible to create a stable warp field within the affected region. The sector can only be traversed under sublight propulsion.
A sufficiently large chain reaction could devastate subspace throughout an entire quadrant. Warp-capable interstellar civilization could effectively cease to exist, leaving vessels and populations isolated across vast interstellar distances.
Only Starfleet Captains and Federation Flag Officers are ordinarily permitted to view this material.
Starfleet Captains and Federation Flag Officers must ensure the safety of the quadrant from the Omega threat.
Whenever shipboard sensors positively determine the presence of Omega within a vessel's vicinity, the ship will enter OMEGA MODE.
Activation of Omega Mode initiates an immediate security lockout affecting critical ship systems.

Only the ship's Captain or an authorized Federation Flag Officer can release the Omega lockout.
Access to sensor data retrieved concerning Omega is restricted to Clearance Level 10.
- Confirm the presence of Omega.
- Initiate Omega Mode and maintain all associated security lockouts.
- Contact Starfleet Command immediately.
- Do not reveal the nature of the Omega phenomenon to unauthorized members of the crew.
- Suspend all other mission priorities until the Omega threat has been neutralized.
- Maintain Level 10 information security throughout the operation.
ALL OTHER PRIORITIES ARE RESCINDED UNTIL THE OMEGA THREAT HAS BEEN NEUTRALIZED.
The Prime Directive may be compromised during an Omega mission where necessary.
If violation of the Prime Directive is even minimally anticipated as necessary to neutralize Omega, such action is authorized and advised under the Omega Directive.
Blatant abuse of this authority remains subject to prosecution under all applicable Starfleet directives and regulations.
If Starfleet Command cannot be contacted for any reason, the commanding officer's primary responsibility becomes:
Neutralization of the Omega threat takes precedence over all other mission objectives.
No conventional computer record of Omega sensor logs is to remain accessible following an Omega operation.
Captain's Logs and Captain's Personal Logs containing Omega information must be either encrypted to the appropriate security level or deleted.
