**Holodeck Usage and Recreation Allocation Policy**

Crewmembers,
The USS Elysium currently maintains thirteen operational holodecks supporting the recreational, educational, training, medical, and mission requirements of over 2,500 permanent residents and personnel.
To ensure fair access while maintaining operational readiness, the following holodeck allocation procedures are now in effect.
### Mission Priority
Mission-essential activities will always receive scheduling precedence. These include:
* Tactical and security exercises
* Marine combat training
* Engineering simulations
* Medical training and rehabilitation programs
* Scientific research simulations
* Diplomatic preparations
* Emergency response drills
Please note that recreational programs may be suspended or rescheduled should operational requirements arise.
### Recreational Access
All personnel and civilians aboard Elysium are entitled to recreational holodeck access.
The Operations Department has established weekly recreational allocations as follows:
* Starfleet Officers: Minimum 4 hours per week
* Enlisted Personnel: Minimum 4 hours per week
* Marine Personnel: Minimum 2 hours recreational access in addition to training allocations
* Civilian Residents: Minimum 3 hours per week
* Children and Students: Access through educational programs and designated family recreation periods
Additional access may be requested through the standard reservation system and will be granted based on availability.
### Family and Civilian Programs
Dedicated family recreation periods have been established to support morale and community well-being.
Regular offerings include:
* Historical adventures
* Sports and athletic competitions
* Educational experiences
* Cultural exchange programs
* Family recreation simulations
Parents are encouraged to participate alongside their children whenever possible.
### Reservation Procedures
Holodeck time may be reserved up to thirty days in advance through the ship's computer network.
Requests are processed according to the following priority order:
1. Mission-Critical Operations
2. Department Training Requirements
3. Educational Programs
4. Medical Rehabilitation
5. Family and Community Events
6. Individual Recreational Use
Popular programs may require advance booking.
### Morale and Distinguished Service Access
The Command Staff may authorize additional recreational holodeck privileges for personnel who have:
* Completed extended operational deployments
* Participated in hazardous missions
* Returned from stasis rotations
* Demonstrated exceptional service to the ship and crew
### Community Expectations
The holodecks remain one of the Elysium's most valuable resources. All personnel are reminded to:
* End programs promptly at the conclusion of scheduled periods
* Report safety concerns immediately
* Respect the privacy of other users
* Adhere to Starfleet regulations regarding holodeck content and conduct
The Command Staff recognizes the importance of recreation, relaxation, and personal enrichment, particularly during our continuing mission within the Circinus Galaxy. The holodecks serve not only as training facilities but as a vital means of maintaining morale, preserving culture, and strengthening our community.
