The Security Department

Starfleet Security was one of the oldest institutions with its origins dating back to Earth Starfleet, responsible for safeguarding the Federation from internal and external threats, for conducting criminal investigations, and for guarding Federation facilities. [Source: Memory Alpha] Starfleet Security was also the armed special forces of the fleet. Duties ranged from putting yourself between a phaser and the Commanding Officer of the ship, patrolling the ship for endless hours, and even engaging hostile threats upon uncharted planetoids.

To be a member of Starfleet Security, one needed the ability to foresee a problem and avert it, and think on one's feet to figure out a decisive, effective solution to the situation at hand. A Security Officer had to have an understanding of the scenario and the people involved, knowing the problem s/he was dealing with inside and out. S/he needed to be prepared to use force to neutralize any and every threat, but only use it as a last resort. S/he was protective of the ship and crew, and was required to defend both to their last breath.

Security Department Position Descriptions

Chief Security Officer

The Chief Security Officer is called Chief of Security. Her/his duty is to ensure the safety of ship and crew. Some take it as their personal duty to protect the Commanding Officer/Executive Officer on away teams. She/he is also responsible for people under arrest and the safety of guests, liked or not. S/he also is a department head and a member of the senior staff, responsible for all the crew members in her/his department and duty rosters. Security could be called the 24th century police force.

Assistant Chief Securtity Officer

The Assistant Chief Security Officer is sometimes called Deputy of Security. S/he assists the Chief of Security in the daily work; in issues regarding Security and any administrative matters. If required the Deputy must be able to take command of the Security department..

Security Officer

There are several Security Officers aboard each vessel. They are assigned to their duties by the Chief of Security and his/her Deputy and mostly guard sensitive areas, protect people, patrol, and handle other threats to the Federation.

Security Investigations Officer

The Security Investigations Officer is an Enlisted Officer. S/He fulfills the role of a special investigator or detective when dealing with Starfleet matters aboard ship or on a planet. Coordinates with the Chief Security Officer on all investigations as needed. The Security Investigations Officer reports to the Chief of Security.

Brig Officer

The Brig Officer is a Security Officer who has chosen to specialize in a specific role. S/he guards the brig and its cells. But there are other duties associated with this post as well. S/he is responsible for any prisoner transport, and the questioning of prisoners. Often Brig Officers have a good knowledge of forcefield technology, and are experts in escaping such confinements.

Master-at-Arms

The Master-at-Arms trains and supervises Security crewmen in departmental operations, repairs, and protocols; maintains duty assignments for all Security personnel; supervises weapons locker access and firearm deployment; and is qualified to temporarily act as Chief of Security if so ordered. The Master-at-Arms reports to the Chief of Security.

Armory Officer

An Armory Officer oversee's the weapons storage and operations facilities aboard a Federation starship, starbase, or outpost.

Security Department Responsibilities

Basic Security Guidelines For Starfleet Personnel:

Aims and Directives

  • To preserve the integrity of the ship against intrusion and insurrection.
  • To provide protection for landing parties entering unexplored or hazardous territory.
  • To act in concert with Damage Control and Medical personnel in seeking out and rescuing personnel trapped in hazardous areas or missing in action.
  • To ensure the safety of visiting dignitaries.
  • To provide armed escort for Flag and Senior Officers venturing into hazardous territory.
  • To serve as an honour guard as designated.
  • To ensure the integrity of restricted areas of the ship against entry by unauthorized personnel.
  • To provide a first-line strike force for boarding hostile vessels.
  • To oversee transfer and/or confinement of persons under legal arrest or in custody.
  • To act as bailiffs for onboard legal proceedings.
  • To oversee the safe and orderly proceedings of any partial evacuation of the ship, or to aid in the full abandonment of the ship.
  • To serve as a rescue force for any crewmember or citizen of the United Federation of Planets who was incarcerated or held hostage illegally by any hostile power and/or government.
  • To effectively intervene in intra-crew disputes, or in disputes between crew members and civilians.
  • To ensure the observance of applicable Starfleet Directives by civilian personnel on Starfleet vessels or facilities.
  • To ensure peaceful contact by all parties in Starfleet and Federation supervised negotiations
  • To maintain alertness at post or duties until such time as relieved by qualified personnel.

    Duties and Responsibilities

  • To obey all directions and orders given by the Ship's Commanding Officer, Executive Officer, Second Officer, the Chief of Security, the Deputy Chief of Security, and other line officers of higher than Ensign rank, in that descending order.
  • To work smoothly and efficiently with assigned officers on your duty shift.
  • To avoid the consumption of any substance of a mood-altering nature during a period of 8 hours before scheduled to go on-duty.
  • Weapons shall be worn at all times while on duty.
  • Weapons shall be set on Medium Stun unless otherwise ordered by an officer in the line of command, or unless the ship is on Condition 4, or unless special circumstances pertain making Medium Stun ineffectual or undesirable.
  • In hazardous territory or under perilous circumstances, weapons shall be drawn or be ready to be drawn at all times.
  • Under normal circumstances, weapons shall not be drawn unless danger to life or limb is apparent an imminent.
  • If a weapon is damaged or lost, the fact must be passed to the Master-at-Arms at once.

    During Sentry and Patrol Duties

  • To take charge of the assigned post and all areas in view.
  • To guard the post in a military manner, keeping always on the alert and observant of everything.
  • To report all violations of Special or Standing Orders.
  • To maintain communication with the aide in the Security Office.
  • To receive, obey, and pass on to other relieving personnel any Special Orders received by the CSec or Deputy.
  • To talk to no one except in the line of duty.
  • To sound the alert in case of danger or disorder.
  • To call the Csec or Deputy in any case not covered by instructions.

    B: Guidelines For Interrogations and Investigations:

  • Close off the crime scene and inform the CO of the transgressions.
  • Collect all evidence available and record it immediately to prevent contamination
  • Take any suspects into custody after reading them their rights, and inform the CO of such actions

    If it is deemed necessary, then interrogation of any suspects or eyewitnesses is allowed insofar as:

  • 1. No badgering or unlawful means (according to the constitution of the #9; Federation) is to be allowed.
  • 2. All persons being questioned have the right to council and have the right not to incriminate themselves with the backing of the seventh guarantee
  • 3. All suspects in a federal crime (murder, rape or treason) shall be held in the brig with no exceptions. All others may be left in confinement to quarters

    C. Security/Tactical in Combat Situations

    If at all possible, the CTO will be in charge of the tactical station in time of battle. If this is not possible, then an assistant chief will be in charge. If possible, the opposing force shall be disabled before destruction unless the Commanding Officer orders otherwise.

    Under no circumstances shall the TAC officer fire on a seriously disabled or unarmed vessel with the intent to destroy unless good and provable cause is present or a ranking officer orders it. Those ranking security personnel not directly involved in a firefight shall prepare their security teams for possible away missions to the enemy vessel or to repel boarders insofar as:

  • 1. All persons beaming aboard in combat situations shall be rendered unconscious and placed in the brig if the situation permits.
  • 2. Unless the enemy is supra-powerful (i.e. the Borg), the object of defense shall not be to kill or destroy, only disable.

    D. Equipment and Weapons allowed for Security personnel.

    Directed Energy weapons.
  • 1. Phasers, (Type one, two and Phaser rifle type three)
  • 2. Phaser Cannon (for ground battles)
    Non-Directed Energy Weapons
  • 1. Photon Grenades for use in large scale stunning
    Blunt or bladed weapons.
  • 1. these may be used only with CO's and CTO's permission and with good cause.
    Armor.
  • 1. When going into combat, it is allowed for Security personnel to wear a form of armor to prevent puncture by bladed weapons and to reduce or negate the effects of energy weapons. (Defined at a later date)
    Investigative Equipment.
  • 1. Tricorders (omitting medical or engineering Tricorders without the required training to use them)
  • 2. Scanners (for hidden weapons and to retrieve evidence for investigations. As well as shipboard for intruders and other emergencies) Basic medical First-aid Kit
  • 1. for times when there are no medical personnel or they are incapacitated and unavailable
