| General Overview | Efficient, observant, dryly funny and profoundly practical. Merris believes diplomacy is mostly logistics wearing formal clothes. They know which ambassador cannot share a corridor with which rival, who requires six atmospheric adjustments, which delegation is lying about the size of its security detail, and which visiting dignitary will become unreasonable if served the wrong stimulant. Merris is not deferential despite working in protocol. They are respectful toward rank but unimpressed by it. Their loyalty is first to Zyphera Prime itself: its people, staff, systems and survival. A useful contrast with Rhael’ta is that Rhael’ta thinks in governments and centuries. | Personal History | Merris began in station hospitality and diplomatic logistics, then moved through customs administration, security coordination and emergency management. During two previous diplomatic crises they kept visiting delegations alive while senior officials argued over jurisdiction. They became Chief Steward because they understand something many diplomats do not: a neutral station remains neutral only if thousands of ordinary people keep doing their jobs while powerful visitors attempt to break the rules. Merris has served under Rhael’ta since before she became Commander and knew Commander Valess Tir before his disappearance. They do not know the full truth of the Thaih’ea arrangement, but they know that certain sealed Concord procedures predate Rhael’ta and that some records are deliberately inaccessible even to the Chief Steward.
