THREAT ENVIRONMENT
Zyphera Prime is neutral territory.
Neutral does not mean safe.
The station hosts governments, commercial interests, intelligence services, independent operators and criminal organisations.
Assume multiple parties are conducting intelligence operations during the summit.
PRIMARY RESPONSIBILITIES
Security is responsible for:
- Elysium access control.
- delegation protection coordination.
- summit-area security liaison.
- protection of Erebus data.
- investigation of suspicious activity affecting Elysium.
- emergency extraction planning.
- crowd management.
- weapons compliance.
- coordination with Zypheran Peacekeepers.
- preparation for sabotage or assassination attempts.
ZYPHERAN PEACEKEEPERS
Local Peacekeepers have primary jurisdiction aboard Zyphera Prime.
They favour non-lethal enforcement.
Starfleet personnel must respect local jurisdiction unless immediate action is required to protect life.
Any dispute should be escalated through command channels.
KNOWN/LIKELY THREATS
LONIAN INTEREST
No confirmed official delegation.
Potential motives include observation, political protest, intelligence gathering, retaliation or attempts to influence summit participants.
Do not assume every Lonian is hostile.
GALATONIANS
No confirmed presence.
Galatonian acquisition of Erebus technology would represent a severe threat.
Their previous use of captured sentients as modified hunting organisms should inform threat assessments.
THAIH'EA
Unknown parties are searching for information concerning Thaih'ea transit technology.
If Thaih'ea involvement is confirmed, notify Command and Intelligence immediately.
Do not independently engage suspected Thaih'ea operatives unless circumstances require immediate action.
COMMERCIAL/CRIMINAL ESPIONAGE
Erebus could become extraordinarily valuable.
Theft may be motivated by profit rather than politics.
INFORMATION SECURITY
The following should be treated as restricted:
- complete Erebus schematics,
- Thaih'ea telemetry,
- security arrangements,
- delegation movements,
- construction-site proposals,
- vulnerabilities identified during simulations,
- access credentials,
- Elysium defensive capabilities.
CONTINGENCY PLANNING
Security teams should develop procedures for:
- evacuation of Elysium personnel,
- evacuation of delegates,
- lockdown aboard Elysium,
- loss of transporter access,
- hostile docking-clamp control,
- station-wide communications failure,
- bomb threat,
- active shooter/assailant,
- assassination attempt,
- civil disturbance,
- attempted kidnapping,
- theft of Erebus data.
