OPERATIONS DEPARTMENT BRIEFING
ZYPHERA PRIME / EREBUS SUMMIT OPERATIONS
Classification: Mission Essential
Distribution: Operations
Date: 11 August 2398
MISSION
Operations will provide the logistical and systems backbone connecting Elysium with Zyphera Prime and the visiting delegations.
This will involve multiple technological standards never designed to operate together.
PRIORITIES
Operations responsibilities include:
- communications interoperability,
- translation support,
- docking interfaces,
- power-exchange monitoring,
- transporter coordination,
- shuttle scheduling,
- diplomatic communications,
- summit data management,
- resource allocation,
- departmental scheduling,
- visiting-personnel access,
- environmental requirements,
- emergency coordination.
NETWORK SECURITY
No foreign system is to receive unrestricted access to Elysium's computer network.
External data should be isolated and screened.
Any request for direct network integration requires authorisation.
COMMUNICATIONS
Delegations may use:
- different transmission frequencies,
- proprietary encryption,
- non-Federation data structures,
- culturally specific translation systems.
Operations should expect translation failures.
If wording appears politically significant, do not assume the universal translator has captured cultural meaning correctly.
Request clarification.
LOGISTICS
If Erebus proceeds beyond the summit stage, logistical requirements will become enormous.
Operations should begin preliminary estimates involving:
- construction personnel,
- materials,
- transport vessels,
- food,
- accommodation,
- medical support,
- power infrastructure,
- communications,
- fabrication,
- security,
- evacuation capacity.
KEY QUESTION
Science determines whether Erebus can work.
Engineering determines whether it can be built.
Operations determines whether everyone can actually get the parts, people and information to the same place at the same time.
Do not underestimate that distinction.
