ASSESSMENT
The Erebus Initiative should be treated as a high-value intelligence target.
If successful, Erebus could fundamentally alter transportation, commerce and military power throughout Circinus.
Assume foreign intelligence interest already exists.
CURRENT INDICATORS
Rumours concerning Elysium's summit are circulating through commercial networks.
References include:
- Federation technology exchange,
- intergalactic transportation,
- Thaih'ea research,
- long-range apertures,
- gate technology.
Unknown actors have specifically requested information concerning Thaih'ea transit structures.
Origin has not been established.
PRIORITY ACTORS
LONIAN HOUSES
Relationship with Elysium following Niea IV is unresolved.
Fourth House/Lady Sama should be considered potentially hostile.
Other Houses must NOT automatically be treated as hostile.
Potential activities include surveillance, propaganda, diplomatic interference, data theft or attempts to locate Teevs/Kerilia.
GALATONIANS
Acquisition of Erebus would greatly expand their ability to conduct raids and hunts.

THAIH'EA
Highest strategic concern.
They possess or possessed comparable transit technology.
Elysium's data originated partly from direct observation of Thaih'ea systems.
Possible responses include:
- surveillance,
- infiltration,
- sabotage,
- theft,
- disinformation,
- assassination,
- military intervention.
VARN
Participants are not exempt from intelligence scrutiny. Ambassador Keth Varn should be treated as both a necessary technical partner and a sophisticated commercial-intelligence actor. His influence extends through Varn industrial, cybernetic and research interests. Current assessment is that his preferred outcome is not merely ownership of Erebus, but long-term dependency upon Varn technology: power architecture, specialised components, calibration standards and expertise that other participants would find difficult to reproduce independently.
Commercial research groups linked to Keth's interests have previously sought recoverable Thaih'ea technology for analysis and reverse-engineering. This does not presently indicate loyalty to the Thaih'ea. It does indicate a willingness to acquire strategically valuable technology wherever it can be obtained.
Commercial espionage should be expected. Watch for attempts to obtain proprietary Ael'ven, Rin'thar, Zypheran, Federation, Romulan or Thaih'ea-derived research; side agreements concerning future supply or access; deliberate withholding of Varn specifications; and technical design choices that create unnecessary dependence upon Ascendancy systems.
Current assessment does NOT indicate that Keth wants Erebus to fail. The more credible risk is that he wants it to succeed on terms that leave the Varn Ascendancy permanently difficult to remove from the system.
ZYPHERANS
Hosts possess exceptional access to communications, traffic and infrastructure.
Neutrality does not equal absence of intelligence activity.
UNKNOWN POWERS
Do not focus exclusively on known enemies.
Erebus may attract actors Elysium has never encountered.

10. Protect the summit without unnecessarily disrupting it.
IMPORTANT
Do not assume every person investigating Erebus intends harm.
Governments have legitimate strategic reasons to understand technology that could transform Circinus.
The Intelligence Department's task is not to prevent interest.
It is to identify intent.
FINAL ASSESSMENT
The summit has not yet formally begun.
Information concerning Erebus is already escaping.
Someone is searching for the technology upon which it is partly based.
We do not know who.
