MARINE DETACHMENT BRIEFING

ZYPHERA PRIME SUMMIT — GROUND SECURITY & RESPONSE

CURRENT STATUS

The USS Elysium Marine Detachment remains significantly reduced following recent combat operations.

Marine strength, equipment availability and deployment endurance must therefore be treated as limited resources.

The presence of Romulan survivors with combat experience may provide additional capability, but integration remains subject to command approval and mission requirements.

MISSION

The Marine Detachment is not the primary law-enforcement authority aboard Zyphera Prime.

That responsibility belongs to Zypheran Peacekeepers.

Marine personnel are instead tasked with providing high-risk response capability where Starfleet Security resources may be insufficient.

PRIMARY RESPONSIBILITIES

Marine duties may include:

- protection of critical Elysium personnel,
- reinforcement of Security teams,
- emergency extraction,
- rapid-response deployment,
- protection of sensitive Erebus material,
- defensive planning,
- counter-assault preparation,
- evacuation support,
- hostile-environment contingencies,
- protection of Elysium in the event of station unrest.

RULES OF ENGAGEMENT

Zyphera Prime is neutral territory.

Marine personnel are to avoid actions that could be interpreted as military occupation or intimidation.

Weapons are to remain secured unless authorised.

Use of force must be proportionate to the threat.

Local Peacekeepers retain primary jurisdiction within the station.

THREAT CONSIDERATIONS

Potential threats include:

- assassination attempts,
- abduction,
- sabotage,
- organised assault,
- extremist activity,
- Galatonian incursion,
- Thaih'ea operatives,
- hostile Lonian actors,
- criminal groups seeking Erebus data,
- civil disorder triggered by summit politics.

GALATONIAN CONSIDERATION

Any confirmed Galatonian presence is to be treated seriously.

Prior encounters demonstrate a willingness to conduct boarding assaults and use captured sentients as modified combat assets.

If Galatonian activity is suspected:

- notify Security,
- notify Intelligence,
- do not pursue unsupported,
- prepare for coordinated response.

THAIH'EA CONSIDERATION

The Thaih'ea possess or possessed technology related to the principles underlying Erebus.

Any indication of Thaih'ea infiltration should be treated as a strategic threat.

DEFENSIVE PLANNING

Marines should prepare contingencies for:

- loss of station power,
- transporter denial,
- blocked docking access,
- communications disruption,
- delegate extraction,
- boarding attempt against Elysium,
- hostage situation,
- mass-casualty event,
- evacuation under fire.

OPERATING PRINCIPLE

This is a diplomatic summit.
