Almost two hundred years ago, the original settlers of Randeer Three were fleeing Terra after finding themselves on the wrong side of a failed palace coup. The original settlers had had themselves genetically altered in order to handle Randeer Three's higher gravity. (Randeer Three had been selected by the refugees with the thought that it would be easier to repel a Terran ground attack, if Randeer Three were ever discovered by Imperial forces).
Not long after Randeer Three was settled, a micro blackhole hit the planet, throwing the ecosystem into turmoil. The various settlements became isolated, forced to fend for themselves.
On Randeer Three, a Nietzschean philosophy on steroids came into its own.
By the time of its rediscovery, the inhabitants of Randeer Three had established themselves throughout the Randeer System. The Sadanon kee Parishad (the governing body of the Randeer System) were in discussion on how to re-enter the galaxy when the galaxy pre-empted them.
The Randeer System, by cunning, necessity and the benefit of a relative remote location, was able to maintain its independence (in a situation similar to that of 20th/21st century Taiwan) through a combination of neutrality, a strong defense, and making it more profitable to allow the Randeer system to maintain its self-sovereignty rather than committing the resources necessary to bring the system to heel.
Although the capital of the Randeer system is on Randeer Three, it is the metropolis of Heramandi, a domed colony on the moon orbiting Randeer Three, that enjoys the most notoriety. It is said that the two major enterprises in Heramandi are entertainment and espionage, both of which often prove fatal to their practitioners. It's also said that if you can't buy it in Heramandi, you just don't know where to shop.
